There are reports that a number of Chinese companies, in their pursuit of wind
power projects have won with bids so low that they are likely to be losing money from
the start. One example of this is the Beijing International Electric Power New Energy
Co., Ltd., which won the contract to develop the Inner Mongolia Huitengxile project with
a price of 0.382 Yuan/Kwh; this price per Kwh is equivalent to the price of Shandong
Province’s coal-fired plants. A project such as this will only begin to break even if the
price of power is allowed to increase.
